Sub-optimization in a police department occurs when the goals of a sub-unit (i.e. SWAT team) supplant the goals of a police department.  To wit: A police department promising to uphold due process in every instance could face problems when a sub-unit that endorses the crime control model.  Explain how a SWAT team might stretch the boundaries of a police departments principle operating mission of due process.  Hint: Consider how a critical incident could rapidly get out of control for a police department.
